Center, where is responsible for training newly hired diplomats and foreign
affairs professionals as they prepare for worldwide service. Prior to his assignment at the Training
Center, Steve was a Watch Officer assigned to the State Department’s Operations
Center. While in the Operations Center,
Steve ensured the Secretary and senior Department officials always remained
informed on breaking news and frequently provided accurate briefs on relevant
topics. He enabled the Secretary and
senior Department leaders to promote U.S.

professionally connecting them to foreign officials and facilitated effective

quickly disseminating accurate information across the Department and the
inter-agency.

In Mexico, in addition to filling the role as Senior Line Supervisor of
one of the largest Non-Immigrant Visa sections in the world, he coordinated a
multi-departmental move into a new

While serving in Havana, he co-authored U.S.
Embassy Havana’s Integrated Country Strategy (ICS). The ICS is a three-year strategic plan

administration’s policy toward Cuba.
With only minor edits by White House personnel, this plan became the
Presidential Policy Directive for U.S. – Cuba relations.
Prior to joining the Foreign Service, Steve was a
Wilmington City Councilman, representing the 8th Councilmanic District. He
became involved with the UD Department of Political Science and International
Relations upon his return from an overseas posting in Havana, Cuba in January
2017, providing students with perspectives he gained from the posting and his
